The population enjoys better living standards and education, and is more knowledgeable about maintaining good health, leading to increased life expectancy and reduced mortality rates. Meanwhile, the birth rate is rapidly declining, resulting in a daily increase in the number and proportion of elderly individuals.

Therefore, an important consideration for the elderly is the provision of public services, particularly public buses. Planning the development of transportation infrastructure in Thailand, both now and in the future, must include a public transport system that is accessible and convenient for the elderly. This will ensure that all groups of people have the opportunity to participate in economic and social activities, using public and mass transit services equitably and equally.
The Ministry of Transport has prioritized promoting accessibility and utility of public transportation services for the elderly by providing facilities and services in buildings, vehicles, and transport services according to Universal Design principles. Past efforts have identified several obstacles to developing transportation services and facilities for the elderly. Therefore, a strategic plan for developing transportation facilities for the disabled and elderly has been established to address these challenges. This strategy aims to provide a comprehensive, coherent, and integrated framework for all relevant agencies. The strategy outlines four key areas for implementation:
1. Policy and Legislation: This area focuses on advocating the use of Universal Design principles and relevant legal frameworks as part of developing transportation infrastructure. It also includes establishing organizations or networks to drive integrated policy implementation for facilitating and serving the elderly.
2. Improving Physical Infrastructure and Facilities: This area focuses on enhancing or developing buildings and facilities used in transportation services, as well as upgrading standards for various types of vehicles. The goal is to ensure that these services are compliant with legal requirements, Universal Design principles, and Service Design principles, making them accessible and accommodating for the elderly.

3. Training Personnel: This area involves developing and delivering training programs for those responsible for designing and implementing facilities for the elderly in transportation services. It includes creating curricula and training for staff working in service locations across various transport sectors. 4. Implementing Technology and Innovation: This area focuses on studying and integrating technology and innovations to facilitate travel for the elderly. It includes developing and applying technologies such as standardized websites and mobile applications to enhance the convenience and accessibility of transportation for elderly individuals.
